Importing used Korean cars to Russia

Russia is among the largest Korean used-car destinations by value, but a December 2025 utilization-fee reform recalculated the recycling fee on engine power and removed the preferential rate for personal imports over 160 hp, sharply raising landed cost; a further inflation-indexed rise took effect in January 2026. Demand persists for lower-power Korean SUVs and sedans, but the market is volatile and best approached cautiously until the fee settles.

From 1 Dec 2025 the utilization fee is recalculated on engine power: personal imports over 160 hp lost the preferential rate and can now owe millions of rubles. Low-power cars (up to 160 hp) keep preferential coefficients. A further ~10% inflation-indexed rise took effect 1 Jan 2026. This is a severe headwind for direct consumer import — treat as high-volume but volatile.
